Decree No. 2024-1258 of December 30, 2024 modifies the energy and environmental performance requirements for building construction in mainland France. New RE2020 thresholds will apply on January 1, 2025, in particular to strengthen the requirements relating to the two carbon indices of RE2020.
On January 1, 2025, RE2020 will tighten carbon threshold requirements:
- Reducing the carbon impact of energy consumption(ICénergie): Standards are being tightened to reduce greenhouse gas emissions associated with energy use in buildings.
- Reducing the carbon impact of building components(ICconstruction): Building materials must now meet stricter carbon footprint criteria, favoring the use of bio-based materials.

Reduction in carbon impact linked to energy consumption (ICénergie index)
TheICénergieindex, which measures the carbon impact of energy consumption, has also seen its thresholds reduced. "The most significant effort concerns collective housing, with a requirement that has been increased by nearly 50%, which notably translates into the end of the exclusive use of gas-based solutions,"notes the FFB.

Reducing the carbon impact of building components (ICconstruction Index)
The carbon impact of building components measured using theICconstruction index will also see its thresholds reduced by around 15% compared to 2022.
