ENERGY SAVINGS CERTIFICATES (ESC)

WHAT ARE EWCs?

The Energy Saving Certificates scheme is a scheme imposed by the public authorities on energy suppliers (the "obligated parties") to encourage them to actively promote energy efficiency among energy consumers (households, local authorities, and businesses).

HOW ARE THEY AWARDED?

Under certain conditions, EECs are awarded by the Ministry of Energy to eligible parties (known as "obligated parties") who carry out energy-saving measures on their own property or on third-party property. Work carried out by individuals as part of energy renovation (insulation of attics, crawl spaces, walls, or low floors) is in some cases eligible for Energy Saving Certificates and allows households to carry out their work at a lower cost.

FOR BUSINESSES

Companies can redeem EECs in connection with energy renovation work. They then choose a partner who will act as an intermediary between them and the obligated party or parties, depending on their needs: remuneration, financing, procedure for submitting applications, etc. Once they have found a suitable partner, companies can offer to use EECs on their quotes for eligible energy works. When the works are completed, they are paid the amount of these EECs by their partner.

FOR HOUSEHOLDS

For eligible households, the benefits of Energy Saving Certificates can be seen directly on their bills, as they receive a "subsidy" from the obligated party for part of the cost of their work. This financial assistance is subject to conditions relating to income and the type of work carried out. Insulation of attics, crawl spaces, walls, and floors is eligible for this scheme.

HOW DOES IT WORK?

The "OBLIGED"

considered a "polluter" must achieve energy savings through energy consumers. It must finance Energy Saving Certificates (1 CEE = 1 kWh cumac of final energy).

THE AGENT OR THE DELEGATE

are intermediaries between the "obligated party" and companies that carry out energy-saving work. They collect EECs from companies and re-invoice them to the "obligated party." They assist them in managing their EEC files.

THE CONSTRUCTION COMPANY

bills EECs to households that carry out energy-saving work. The amount of the EECs is paid by the agent or delegate, who will then re-bill the "obligated party."

HOUSEHOLDING

carries out work to save energy. This work is partly financed, under certain conditions, by the "obligated party." The amount of the EECs is indicated by the company on each eligible invoice, thereby reducing the amount remaining to be paid by households.
